How to mimic encoding - UTF8 to GBK

Hey vot,
Previously whenver I downloaded a plugin from the application center, I used to have 4 xml files. 2 GBK (SC and TC) and 2 UTF8 (SC and TC). But yesterday, I downloaded a free plugin and now I only find 2 UTF8 xml files (SC and TC). I think Discuz has made some changes to the application center so users will only receive their site encoded file versions. Is there any hack to still download all the 4 files?

Now there are certain free plugins and templates which are available only in GBK encoding. But since my site is UTF, it doesn't give me an option to download it.

So, how can I have UTF8 installed but show the addon site that I have installed the site in a GBK encoding? Which files must be edited to be detected as GBK so I can download the plugin and later use NP++ to convert the format to UTF?
BTW, the recent updates are great. The scroll in the Discuz background works great now.

Is there any hack to still download all the 4 files?
I think it is not possible...

Try to use TWO sites:
one with UTF-8, and another with SC.
Download from SC, then convert to UTF-8...
