I think this is a part of original Discuz! X system, not Discuz! F. Discuz! F is extension only.

Just try to download Notepad++ and translate by yourself! Or... The better way is enjoy with Discuz! ML.

There are two different products from Comsenz:

1) Discuz - just a simple forum script (Last version is 7.2, it is OBSOLETE)
2) Discuz!X - Multi-purpose engine with social functionality (Last version is 3.2)
