Sometimes all users files get uploaded to the remote ftp server. But sometimes it doesn't get. It remains in the root folder. and when I manually move them it gives me errors. i.e. attachment missing contact the administrator.

What is causing this?

I'm thinking to get a new remote server for my site.
If I will move all the existing remote attachments to the new server will it work normally?

It will be OK if you verified and configured your settings correctly.

One more thing,
I found that the file first gets uploaded to the local server then it uploads to the remote server. Sometimes this task fails and files remain at the local server.

is there any way to make directly uploads  to the remote server.

Yes of course.
Use FTP in 2 variants:
1) Download from old server when sitting on the new one.
2) Upload to the new server when sitting in the old one.

Try to set the file permission: 0666

it didn't solve the problem. Is there any way that the user's uploaded file directly goes to the FTP server instead of saving on the localhost.

In the remote attachment method, there is a delay, file firsts get uploaded to the localhost then uploads to the remote server. I think because of multiple loads file keeps on the localhost and doesn't moves to remote server.

Try to archive all the "data" folder at the old server,
then put it to the new server by FTP,
and then unarchive it at the new server.
