It was an attempt to solve two problems by a one shot:
1) Chinese-spoken people mostly does not want to learn any foreign language.
Moreover, most of our announce was premoderated and locked at the "International Versions" forum at discuz.net.
So, offering of language packs from our community at the official Discuz Addon Center gives a great possibility to Chinese people to know about other languages and get it officially.
2) There was an idea to give our language translators to get some money for their hard work with their language packs.
If your language pack will be selled at the Addon Center, you will get some money.

If you does not agree that your language pack is for sell - no problems!
Just say "I do not want my pack be selled, it must be free!".
Moreover, now you can offer (or sell) your language pack from your own account at discuz.net (if you are registered as a developer).

Just say your resolution to me!
