but how come my version is English Rev 146, and not Multilingual Rev 375?

I think, you have downloaded it from obsolete repository branch (Single English, not supported).
The latest multilingual repo is here:
http://discuzx-en.googlecode.com/svn/trunk/discuzx2.0ML/
