I'm afraid it won't work, because of Discuz updates. As you know, Multilingual version has own fixes available on bitbucket. Additionally, I think you need to be more integrated with Chinese community (QQ account).

X3.1 is more protected from SPAM bots, but if you are using lower version I think you should install additional plugin (or - the best way - update to X3.1). I don't know what EXACTLY features can bring us Cloud Platform but I don't think so it will help against spam.

There are some informations about updates. I already told you about it.

By the way, the "Cloud Platform" is not an Anti-Spam feature itself!
Cloud Platform - is just some network services API (Application interface):
- QQ Connection and Integration
- Network search (Like Google, but from Chinese services)
- Chinese Advertizing Network
- Chinese Application Network (Manyou)
- Chinese Netwok Emoticons/Smilies
- Security (Anti-Spam, Anti-Hack, etc.)
