1, open source\language\lang_spacecp.php
ML is in   "source\language\en\lang_spacecp.php"
2, find and replace:
'district_level_1'                => '- Country -',//'-国家-',
        'district_level_2'                => '- Region -',//'-省份-',
        'district_level_3'                => '- City -',//'-城市-',
        'district_level_4'                => '- County/Village -',//'-州县/乡镇-',


3,build your city data

It would be great to edit .SQL database file and set other countries and cities.

My suggestion is:

- Continent
-- Country
-- The biggest cities
-- Other cities
