1) Joomla
Joomla 3 has a very intuitive native way of handling multilingual websites. You don't even need to install a plugin to do it, it's so integrated in its structure that you can chose the languages your website will have in the installation process.

2) ionize CMS
ionize is natively multilingual, no need to install any module.
Every content can be translated and you can add as many languages as you want.

4) SilverStripe CMS

5) Processwire CMS

I am using dedecms. For personal blog, it works well.
