And me not translate this but UTF8 Bom etc.etc.

There is NO problems with encodings at all!
All these files are encoded in GBK (GB2312).
Use Notepad++.

1) Open the file with Notepad++.
2) Set: Encoding -> Charset -> Chinese -> GB2312
3) Set: Encoding ->Convert to UTF-8 without BOM
4) Save the file.
