but what mean:
It shut down some shortcuts
example: enter, left / right arrow keys to.

"Blind" term here means: "Navigate without your eyes and mouse pointer",
i.e. use unly your keyboard for some controls:
Left/Right arrow to go to next/previous page.
Up/Down arrow to scroll Up/Down.
Enter, Alt-S and CTRL-Enter to submit forms,
etc.

Unfortunately I did not find any official documentation about this feature :(

As Ken said in that thread, this feature might be supposed to work with 'Braille Display' device, which is a hardware used by Blind Computer users..
