1. The language switcher is a part of Discuz! International engine. Probably you are using the official version downloaded from discuz.net. Try to download Discuz! International. If you want to do that, you must use TortioiseHg. Here's some info.

2. Yes you can use german language when it isn't finished. I think it's basing on english translate so some sentences will be written as english. To translate please you can use e.g. Notepad++. All language packs you can find here.

3. Repository has all language packs for DiscuzX International! Just download it, then go to jp or de folder, what you want!
