How to add money to a user

How can the admin or other staff member manaully add and subtract money from members?
also how can I get the links into the nav bar like here?
Were it says portal, forum, groups .....

1. Credits
Users -> Award points. Enter username and modify his money, reputation, contribution etc.!

2. Menu
Style -> Navigation. Click add item and do whatever you want!
