how to show sub sections updates at the home.??

i added some sub sections to my forum recently.the only thing which looks odd is that if a user posts in those subsections then the thread is not shown at the home.....but only the counter........how do i fix this.see screenshot...

moreover how do i make it like this that users can only post in the sub sections and not outside.....the sections....
