Move from settings to language

an interesting suggestion was offered:

Move all the language-specific settings from pre_common_settings to the language files.
I.e.
'reglinkname' = 'Register'
'anonymoustext' =  'Anonymous'
navs[1] = 'Portal'
navs[2] = 'Forum'
navs[3] = 'Groups'
navs[4] = 'Space'
navs[5] = 'Manyou'
navs[6] = 'Plugins'
navs[7] = 'Help'
navs[8] = 'RankList'
etc.

I agree, it is a great idea!

I will step by step make such type job.

First step:
Replace 'reglinkname' with 'Register'.

Today all the settings from pre_common_nav was replaced with lines from language packs.

(Yet no this revision in the repository!)
