How to add name for title?

I have only  NameForum - Powered By Discuz
How to add my name website.
I dont see it,  sorry for stupid questions
I know "Meta Title" is for show inside the HTML head.

AdminCP -> Global -> Base Settings:

Site Name:
        The site name will appear in the navigation bar and in the title
Site Name:
        This site name will appear in the page bottom of Contact & Services page
Site URL:
        The site URL, will shown as a link in the page bottom
