Very good question.
For make a plugin to be multilingual, you have to do at least 5 things:
1) Create additional language files for that plugin, i.e. discuz_plugin_cloudsearch_EN_UTF8.xml
2) Translate all the created language files
3) Ask our team to hack the Discuz core for multilingual plugins
4) Wait for the problem will be solved
5) Enjoy ;)
