I freshly installed discuz x3.2 ML version, in admin control plane want to restore old database, when I upload restore.php to data root, and run www.xxx.com/data/restore.php, it comes out this.

If you RESTORE your old database after installling the ML version,
you will LOST the MULTILINGUAL feature,
because your old database is GBK-encoded and can not be used for other languages.

Instead of restoring, try to change your old database encoding to UTF-8,
and then just upgrade your old forum to ML version.
Read the upgrade instruction: /utility/readme.txt

when I backup database in admin control panel, I use forcing UTF-8 encoded,  but still not works, what do you think where i did wrong?

Let's try again.
0) Restore your GBK forum as it was before.
1) Backup your database, force UTF-8 encoding!
2) Upgrade your forum from GBK version to SC_UTF8 version!
3) Check and edit your config, replace GBK to UTF8.
4) Check and edit your UC config, replace GBK to UTF8.
5) Clean all the cache
6) Verify if all works ok.
