No, because I have checked the Chinese version that it should be 分钟.

You can check the Chinese version which is:

'no_privilege_newbiespan' => '抱歉，您目前处于见习期间，需要等待 {newbiespan} 分钟后才能进行本操作',

This is related with the language files, in \source\language\*\lang_message.php. I did not check other languages because I do not understand them. But I think it worth to check them all.

You are right, ORIGINAL Chinese sentence have this value "分钟", i.e. minutes.
