Problem in email activation ?!

the email activation system in my site doesnt work well
almost all members cant start activity due to inactive email

i want to totally skip this email activation process ??
i made the verification setting to be (none) but still the member cant reply or make thread without activation

Global » Registration and access control » Register/Access »
Send Registration link via e-mail :
Yes(make it yes)
and also check
New user registration validation: to none
now clear the cache

For non-activated users
just announce
If you didn't get any verification mail, then switch to pc view, Go to settings »  security(at bottom) »  and click 'Resend verification mail'. You will get verification mail in mail box
