Setup wizard skips license agreement

The first page on the setup wizard is a welcome page that enables you to change installation language. After this, the page moves us to STEP 1 (Check environment and files/directories permissions). The URL page is:

.../discuzml/install/index.php?language=en&step=1&submit=OK

but when you delete bolded text you will get hidden page with license agreement that - in my opinion - is very important thing before installation process. I think it's small bug.
