How to organize the country list?

It would be nice to organize the country list in X2.
I see 2 methods to create auto-translated country list:

1) Simple method:
Create a lang_country.php file for every language pack (~250 countries)

2) Complex method:
Create 2 database tables:
2a) Country list with default (English) name: id, code, default_country_name
2b) Country list translated: id, code, language, translated_country_name

What method do you prefer?

What about me, at this time I prefers the first (simple) method.

I think the first method because then we could just update the revision, the second method could require a re-install or something, so first would be more efficient
