External link bug

I noticed this bug when I added a link to my signature, and I noticed again when I clicked on an email link in this post by cwk32: http://codersclub.org/discuzx/forum.php?mod=viewthread&tid=739&extra=page%3D1.

([url=http://codersclub.org/discuzx/%22http://mail.qq.com/cgi-bin/qm_sh ... C8MbZwJ7BwZ7T390%22]http://codersclub.org/discuzx/%22[/url] is added automatically to links!!)

This same thing happend to me, I added a link to my signature: http://la-fac.tk
and it becomes something like that: [url=http://codersclub.org/discuzx/%22http://mail.qq.com/cgi-bin/qm_sh ... C8MbZwJ7BwZ7T390%22]http://codersclub.org/discuzx/[/url]/http:la-fac.tk  , I retured to my configuration, I deleted [url=http://codersclub.org/discuzx/%22http://mail.qq.com/cgi-bin/qm_sh ... C8MbZwJ7BwZ7T390%22]http://codersclub.org/discuzx/[/url]/ and the link is corrected

It is not a bug.
It is a user group permissions that can be set for every user group from AdminCP.

The problem:
I do not know how to change a user group from "Newbie" to "Member".
There is no the "Member"option in the user group drop-down list
