Let´ is talk about encodings

hi to all,
I have a question about the encodings ( the fucks coders)
because all files are saved in ANSI? WTF?
must be in UTF8, But I see in ANSI, the letter "ñ" and accents in rare symbols as: �xito = Éxito ???

Some editors tried to auto-detect the file encodinng.
I.e. notepad++ do this.
For notepad++ you have to set the right encoding every time!

Some other editors (i.e. AkelPad) have a special setting like
Default Codepage = 65001 (UTF-8)

then all the files that are ANSI, I store at UTF8?

Notepad++ Instruction:
1) Open a file
2) Check for current encoding.
3) If you see: encoding = "Encode in ANSI", then click "Encode in UTF-8 without BOM".
