How to set different access rights for some sub-forums?

I want to create 2 sub-forums. One sub-forum is just for members to post thread, other members can only go in and read, can not comment or reply.
Another sub-forum is like usual. everyone can read and reply.
so, can we create the first sub-forum where member can only post new thread, but in that new thread- noone can reply.???

1) Go to AdminCP -> Forum
2) Choose the forum you want to modify and click "Edit":



3) Check permission rights for every user group:



4) Click "Submit"
