How can let the url display the thread title?

just like :

thread title : the url looks like DLE or wordpress

this must be the section i was looking for, it must be something dealing with this section here below

admin cp > global > seo > static url
somehow i tried a lot article regarding this static url thru google and some china sites, all of them talk 'bout rewrite rules, which i do not know what is it about. I even tried to apply step by step by replace some files to my root directories and then my site "goes down" and never goes up again no longer sitting here and wait, i re-install my forum. and  this time i'm not that stupid to tried it on my main forum, i will make another trial version and try n it.

I wish someone here can give better and proven explanation in here. good luck to us
