i use the TortoiseHG download the http://discuzx25.googlecode.com/ and http://code.google.com/p/discuz-lang/ code,upload and install it.

I think I should have missed something

yes,i download the official version is ok.
i think i should been missed something.
i only use the http://discuzx25.googlecode.com/ +http://code.google.com/p/discuz-lang/ code.

Let's verify your config:
config/config_global.php
config/config_ucenter.php
source/discuz_version.php
uc_server/data/config.inc.php

I assume the problem is because of no write permission.
You have to set 777 permission to the "data" folder and all the subfolders inside it.
