Is it possible to set up the tag todo something like @Allan and have a notice for being tagged?

It need to enable from admincp

And the username must be your friend

khalid has right. It works for friends only. Where to enable? Users -> Usergroups -> Edit -> Forum related -> post related permissions -> Number of @name used (default 0 = disabled).
