limitation on the number of countries we can add?

Hi Vot,
I am using 3.4 Chinese version and bought english language pack from Msg2me. I grab mysql commands for country/region/state from ML version and manually update pre_common_district table and import those 200 countries. the issue is that i am not able to change 'display order' on CP, there is no green text prompt when i hit "submit" after changing 'display order'. if i remove some countries, then everything would be normal. is there a limitation on the number of countries we can add? Please help. Thanks.

update1: if i reduce number of countries (level 1) to 249 or below, everything is normal. This is so weird.

updated2: did some research, base on 249 number, it has to do with "nonclustered index", is this related to my issue? how to resolve it? thanks.
