If you are using the /data/tinyipdata.dat then you have to decompile this binary file,
then translate every entry, and then compile it again...
Try to search in the Internet a tool for working with "qqwry.dat" format files.

In other words,
there is NO EASY WAY to translate the original Chinese IP location.

But there is another method!
Just install the Discuz!X ML,
all the IP locations are already translated here!
