You have to preview DEFAULT template. In most cases there are problems with header (forum nav) and footer. You should take a loot at

template\default\common\header.htm
template\default\common\footer.htm

and compare with NEW template

template\NEW TEMPLATE\common\header.htm
template\NEW TEMPLATE\common\footer.htm

This is another issue, the multiple language selector doesn't show up in the new skin.
