CPU Limit Exceeded! Pls Help

I Had created a forum using Discuz X2 onthe  free host, serversfree.com (bugs3)..
From now on, whenever I visit it, it gets redirected to a page showing this:

Free server CPU usage exceeded!

Because of hard servers CPU usage, domain will stay limited and unavailable for the next 24 hours.

If you’re owner of this domain, please check once again your website engine for any possible flaws or problems to avoid same situation in the future.

I think its the limitation of the host...Is there any way to minimize CPU usage??
Is it possible to migrate to another host, without losing data??
Does anyone know any other free host, that has a higher CPU limit than this??

No.

Yes.
Just make a backup DB + fIles.
And restore it at new hosting.
