No xml files in plugins !!

After upgrading to x3.1 i see there is a annoying thing whis is :
when i install any plugin from discuz plugin center it will install it automatically to database without leaving any xml file !!!

as you see this image from the plugin which i download it on x3.1 version



and this is the same plugin i download it on x2.5 version

At function cloudaddons_clear

I want to know,How to solve this ploblem.
