No way! This error doesn't have any relation with IP restriction..
406 error occurs when the server cannot send data in a format requested in the "Accept header" by the browser.
It may be due to any faulty rule in "mod_security" module..
So it's better to ask the admin of that forum or report there along with more details, such as the error giving link..

Fixed it.now check to see if you are still facing problems.also your address was in the banned list and i did not do it.i will check the management log to see who did.

Now problem fix now i banned another user IP .
