I get all the files from the V3.1 bitbucket repository with the help of Tortoisehg and the I .tar.gz the contents of upload folder and then uploaded it to my server. The installation went smoothly and no error was reported.
But going to the AdminCP i get

obviously the link was not valid and i got 404 not found on my server.

What is the problem?

1) Show a file list in the documern root directory.
2) Show the link of AdminCP you was gone.

The file list is missorted
Nevertheless I see the uc_server exists in your list.
So, the problem is in your actions.

1) Read the /readme/readme.txt from the distributive package
2) Let you explain your actions STEP BY STEP!

S1) I downloaded the repo via tortoishg
S2) went inside the upload folder and archive what was in it . (with the .tar.gz format)
S3) I upload the archive to my htdocs on the server.
S4) I un-zip the archive .    tar -xzvf file.tar.gz
S5) open a browser on my laptop and typed mt domain. I automatically directed to install the discuz.
S6) i gave my usename data-base name password and email
S7) installation was finished.
NO Errors ( all the options during the install were green  [green check mark] )
