How to Use Remote Url Feature??

discuz has a remote url ability

others see >admin center>global>attachments>remote...
how to use this feature...???

This feature will enable to automatically download a remote image to your server when you have attached a link to that remote image into your posting.
In the post options you will get a special checkbox like "Localize remote images".

So it cant be use'd to download attachments remotely?
I mean to fetch files from a url?
And if not is it possible to add it to discuz?
