I means moderators and super moderators cannot ban the user

Just change Moderators and SuperModerators rights

Just set it in admin center> user>admin group>edit the permission management of the mod user group you want to set>moderator panel privileges >set Allow to ban users: to NO
Also open post management privileges and set Allow warn users:To NO
