My offer:

1) Discuss here only HOW TO ORGANIZE the plugin translation process.

2) Strip the CometChat from this thread into a single thread! (Done already )

About the process:

One of possible solutions for a team working - create a repository for ML plugins.
Everybody who interested in plugins can fork the project and then suggest their translation and hacks as a "Pull Request".
