I have made my own solution.

Starting from revision #1515 of Discuz!ML it is possible to configure the maximum number of the login attempts inside 15 minutes.
Just add a new line to the config/config_global.php:

1. $_config['login_strike'] = 5; // Maximum number of login tries inside 15 minutes
