not completely true lot of foreigners are there too, i know because i've been there for 5 yrs

To activate the QQ connect plugin, the webmaster must have a QQ UIN.
You need to login to QQ and register your site as an application at QQ service.
After the site registration is passed, the webmaster can get needed info from QQ to activate the QQ connect plugin at his site.
