About the difficulty of default language change

Default language  is  setted by changing of the config_global_default.php by administrator.
But after install, to change default language or to activate other language, administrator must change the config_global.php (automatically created)

But because config_global.php has read only permission, administrator cannot change the file.

For It is possible, the permission of  config_global.php file should be changed by server manager.
It is very annoying if administator is not a server manager.
More easy way is that setting is changeable at admin panel.
I hope that is possible.
