I conducted my Spanish as the default package, but upon entering the panel administraición:

It is strange.

I guess that your ver is old.
The word "Header_Cloud" is displayed at old revision or mixed revision in my case.

At My site (most recent rev newly installed), captured screen of header_cloud (or Cloud Platform) is below.



And I know that avatar change  is possible by "edit avatar" in space menu or "modify avatar" in setting menu on top.
Cloud platform is chinese cloud service like google cloud service or apple cloud service.
for use QQ service(chinese SNS)  connection, network forum data Searching,Tencent web analysis, QQ community, Roaming service, SOSO smiles etc...

I got same error at past.

In My case, that error is due to two key mismatch.
one key:
config/config_ucenter.php
define('UC_KEY', 'H3******************************');

the other key:
Admin panel-->UCenter-->Application-->Discuz board edit-->connect key
OO******************************

If two key mismatch, UCenter Application name like Discuz is not connected and connection status display "fail".
therefore I cannot upload avatar.

If two key is same, connection status display "success" and I can upload avatar.
Ofcourse it is in my case.
Your problem will be maybe caused by the other cause.

This is a different problem, since in 3 different forums i have been presetado same.

I think, ionobgy is right,
need to compare the connect keys in both X2 and UC.
Additionally check the X2 config_ucenter, clean UC_IP, set the real UC  API URL.
