Double reply on `following` page

What is the difference between first and second reply? I think this words should be more detailed.

The first link is about "Relay", or in other words "Broadcast this to your personal feed (like micro-blog), available for follow by your followers".

The second link is a general "Reply", or in other words "Add a comment to the thread as usual".
