your discuz is not gbk.
install discuz(gbk) on AppServ or phpstudy and try to download again.

I don't know why but cloud addons is not working in GBK version.

Because, this template support GBK encoding only!

If you have use Discuz! UTF-8 version. Of course, can not install it!

I know. I have on my localhost another DiscuzX GBK ver and app center not working.

fixed.
