How to change encoding for multiple files

When working with a localization of alien programs, it is often required to change encoding (charset used) for many files at a time.

For example, you have downloaded the Simplified Chinese package,
but you want to convert the language files encoding from GBK (gb-2312) to UTF-8.

What the tools can be used for batch file recoding?

I tried a couple of converters, but all of them have some disadvantages:
incorrect conversion, or no batch mode, or no file saving, or limited number of files...

For examle there is a free "51ECShop Template Transcoder v.1.0" by 51ecshop.net:

Disadvantages:
1) Chinese interface language
2) Incorrect resulting encoding

Replace Pioneer is a paid product.
Trial version have limitations.

I found a free for non commercial use soft:

I noticed one disadvantage: it can't search for files (to convert) inside folders, you have to select files. but it I think it's working great.

I couldn't find better.

This utility converts my files incorrectly.
I.e.:
Was:
'article_name' => '门户 文章广告', // in GBK encoding)
Became:
'article_name' => 'ГЕ»§ ОДХВ№гёж', // in UTF-8 + BOM !!!!!
