Country should be State/Province

The Country list on the Region drop-down. It actually should be State/Province ...

Is this part of the Content or it is in DataBase ?

Where can I modifed this ?

It's default data from database

Also you can edit it from admin panel

I started to add countries into the user/item location yet from 2008 year, but still not finished

May be, anybody will finished my idea...

What I wanted to do:
1) Add all the countries into the pre_common_district table
2) Rebind all existing Chinese districts to China
3) Add at least main states and cities for all other countries from the maxmind.com database (or other)
4) Add an additional TRANSLATION table for the districts table, that will looks like this:
ID -> LANGUAGE -> Translated_value
