Original Chinese engine must use ISO-8859-1 for XML.
(Look inside any original XML file)

Explaining the next time:

ISO-8859-1
1) Chinese xml parser understand only ISO-8859-1 encoding
2) So, the encoding row in xml file must be ISO-8859-1
3) Xml file can not contain characters that does not corresponds the ISO-8859-1 charset.

But your file have EXTRA CHARACTERS inside!
Try to encode your national words to HEX codes.
