Let's follow 5 single rules that can solve all such type problems:

1) The database charset must be "utf8" with "utf8-general-ci" collation.

2) The html charset must be "UTF-8".

3) All the language files MUST have UTF-8 encoding

4) config_global.php must be UTF-8 too [added by ken]

5) Check the encoding when editing and set it to "UTF-8 without BOM".

6) When upload to your sitem set the FTP transfer to BINARY mode.

P.S.
If you still have such type problems,
this means you do not follow the above rules.
