how to set a default language?

I think so.
But I cannot set the default language to korean by "$_config['output']['language'] = 'kr'" code.

After set with above code.
If I logout, Then language return to english.
Maybe, I think that my browser change the setting or other embeded  html file change the setting.
Or bug.(but my all bowser--chrome, safari, firefox, IE display same problem therefore I guess the problem is my website's  other file except discuz.)

But I cannot correct the problem and  need the embeded file in my website.
Therefore I changed the source  code  for return to korean language forcefully.

I hope that problem is solved by other method than above coding.

Let's discuss the default language algorithm!

1) What to do if NO default language is set?
2) What to do if default language is invalid, i.e. is not present in the enabled language list?
3) What to do if a user bowser preferred language is not present in the enabled language list?

Honestly, I would like the default language is Spanish, as it is very annoying to go to config_global.php(After the installation). There is any way to configure, I find the codes

For find out the problem, I did try and try modification of code using your debug code in source.
But the detect language is suddenly turned  from kr to en after logout.

Please test at this site.
Set the default language to kr or sc or es .. (except en) therefore logout.
in my case, default language turned to en if logout.
If not logout, default language setting is keep to kr because cookie value is alive.

My opinion:
No default language set or
Invalid default language set or
Browser prefered language is absent in language list
--->autodetect the user language or  if autodetect is not possible, setting to english is rational.

But I set default language to "kr" in  config_global.php.
and "kr" language is present in config file's list and in folder.
Also My browser prefered language is korean first, english second.

Nevertheless site always turn to english if I logout  at  latest revision.

I am a korean.
Therefore I use korean MAC OS or Window OS, korean version chrome or IE browser.
Also I think that my config_global.php is correct.

What is the problem?
In case of other language except english,
Is default language setting  not activated  in logout state?
