Temporary solution:
Download the UC English language pack from x2ML repo,
and copy it into your x2.5 folder: /uc_server/language/en/

UCenter is designed for a SINGLE user.
So there is no sense to make a language-switcher.
Iy is quite enough to set a preferred languages as default.
