Another idea of how to organize a working with different languages.
1) The default styles are used everywhere by all the languages.
2) Every language pack can have it's own stylesheet placed inside the language pack directory.

In other words, the HTML header can be generated in 2 steps:

1) include standard styles like common.css, css_diy.css, etc.

2) include the same files from the current (choosed) language pack for redefine the default styles.

So, every language may have it's own styles and own images.
